Default solution to congestion

hi pals
flying cars ok, but wouldn't we be in the same boat steve, as according to aviation news, airspace is also getting limited. BIKES they would kill me & quite a few more of the human race ( on the other hand why not . another way of easing congestion. ) wicked thinking mate lol.
how about a new style driving test, on a compulsory basis, say every three years. the worst drivers would have to have a re-training prog & d.s.a. test to regain thier licence. whereas the medioca drivers would receive a severe repremand from the supervising examiner, the ace drivers should receive a prize of some sort, say a month or two free road fund tax. wouldn't that be a great incentive, especially at todays rising costs. i'd love to hear your views / comments on this matter. now,now keep it clean folks. regards dj dave.

this would really be a breakthrough if a flying car would be made, but if this solves a problem surely it will create another one...
