Does anyone have any idea what the wires are for underneath the drivers seat in my 1998 ford escort chicane?

You may find that some do nothing, manufacturers generally use the same wiring looms in all models, so you may find that those wires could be for an electric seat or others that various models may have as an option.

It is in my opinion a con as well in that when you ask for an extra (electrically) during purchase the price includes the wiring that is already installed.

Hmmm...It's better to explore your own car or you can google it of what you wanted to discover from your car. If you have spare time i know you can do that.
